CROSS RIVER STATE GOVERNMENT IN COLLABORATION WITH THE CROSS RIVER STATE PUBLIC PRIVATE PARTNERSHIP COUNCIL AND THE BUREAU OF PUBLIC PRIVATE PARTNERSHIP IN COMPLIANCE WITH THE CROSS RIVER STATE PUBLIC PRIVATE PARTNERSHIP LAW NO 6 OF 2010
PUBLIC PRIVATE PARTNERSHIP DEVELOPMENT OF THE CROSS RIVER STATE LIAISON OFFICE PROPERTY SITUATE AT PLOT 71 CENTRAL AREA CADASTRAL ZONE A00, ABUJA, FCT.
REQUEST FOR QUALIFICATION
The Cross River State Government (CRSG) in an effort to diversify her income and economy and above all, to reduce her dependence on Federal Allocation has decided to embark on major economic transformation and high social impact projects. However, the state is constrained by its resources and low revenue inflows from Internally Generated Revenue (IGR) and Federal allocation.

Accordingly, deriving authority to the State’s Public Private Partnership Law No 6 of 2010, Part 1, section 3 which deals with the process and modalities for PPP in Cross River State;
(2) The purpose is to attract a developer/concessionaire to create an aesthetically befitting edifice on the property on a well apportioned land measuring 4,320m2 known as Plot 71 in the Central Business District Abuja (“The Property”)
(3) The Concession has been approved by the State Executive Council as eligible for a PPP.
(4) The Concession is in line with CRSG’s strategic integrated infrastructure plan to promote infrastructure development, attract investment, create employment, increase Internally Generated Revenue and stimulate its economy.
(5) The Cross River State Public Private Partnership Council and the Bureau of Public Private Partnership will assist in the procurement of interested private sector investor/s with requisite technical competence, managerial capability and proven financial resources.
(6) In order to realize the project, the Public Private Partnership Council will serve as the Project Steering Committee.
(7) In the light of the foregoing, the Cross River State Government hereby invites prospective Concessionaires to submit qualification documents.
(8) The preferred private partner’s responsibilities include; Redesign, Build, Finance, Operate, Own, Maintain and Transfer
METHOD OF APPLICATION
(9) The qualification documents for interested investors should be structured into the following sections;
(a) Profile of the Firm or Consortium including contact person, postal address, telephone numbers, and e-mail address. If a consortium or joint venture, provide names and contact details of consortium members, evidence of association or joint venture agreement, and indicate the lead firm in the consortium or joint venture;
(b) Ownership structure of bidding entity, Name/s of major shareholders and percentage shareholding of participants in the bidding entity;
( c) Evidence of incorporation with the Corporate Affairs Commission (CAC) or its equivalent for foreign firms. Foreign firms are encouraged to submit qualification documents, and may submit alone, as a consortium, joint venture or locally registered entities. Note that the preferred entities Concessionaire will be required to register as a local entity at the stage of issuance of letter of award for the Project.
(d) Audited financial statements for the most recent three (3) years
(e) Technical and operational capabilities including:
(i) Track record of successful development, financing, operating and management of a luxury hotel, world class high end project within the past 10 years
(ii) Local and regional (Africa) experience
(iii) Three (3) reference on past experience
SUBMISSION OF QUALIFICATION DOCUMENTS
(10) Qualification documents must be submitted electronically
(11) Submitted documents must be delivered not later than 15:00hr on Friday June, 18 2021 to the following email address (crsppcouncil@gmail.com)
(12) Following the receipt of the Qualification documents, the PPP partner will be procured via competitive bidding, following a Request for Proposal bid process.
(13) Qualification documents must be in English Language only. The Cross River State Government shall not be responsible for the cost of any submission
